[Solved] Stuck in diagnostic startup, safe mode, in windows 10
I have been in stuck in diagnostic startup, safe mode, in windows 10 recently, and that suffered from finding the right way to get out of the problem. That was not simple, but I finally figured it out what the problem was and how to solve this one. I am going to share the solution for this in the article today.
If you are an user of windows 10, you may carefully read this article. Since windows is updated from windows 7 to windows 10, Windows doesn’t allow users to start the safe mode manually by users. You may have been able to start the safe mode by “F8” in windows 7 when the windows starts, but this way doesn’t work any more from windows 10.
Of course, you can still start windows 10 with the safe mode, but they called it “Diagnostic startup” in windows 10.
Most of the contents introduce this way as below. First, you must log in the user account with PIN, or password.
Then, you go on “run”, and “msconfig.exe” like this.
You can see the screen to choose the startup option as below. If you choose the “Diagnostic startup”, your computer will start by safe mode when you restart the computer.
However, you can see the hell situation after this. You will see the login screen for system administrator. Of course, your PIN or password doesn’t work for the account because this login screen is for the administrator. Fortunately, if you have used the administrator account for the windows, you may have no problem about this. For some people, it happens, and they may forget the password or doesn’t know the password by the security policy for their computers.
In some articles, it shows the way to solve this problem with the command prompt, cmd.exe. You can try the way with the recovery mode.
You can get in the recovery mode by choosing the “Restart” while pressing “Shift”, or you can enter the recovery mode to turn on the computer and turn off the computer repeatedly when the computer just starts over.
If you successfully enter the recover mode, you can see this screen and run command prompt, cmd.exe.
If you are lucky, you may be able to run “Command Prompt”, cmd.exe. If not, you can see the screen to ask you to password or PIN for administrator again. I can understand how important the computer is protected by the threat, but this is really frustrating for most of users. However, don’t worry about that. There is a will, there is a way as always.
If you are in the situation like this, prepare the USB installation drive and boot the USB. (Be sure that you are not going to boot the computer by your system drive like hard disk, SSD, or so on.)
You should see this kind of screen to install the windows initially, but you are not going to install windows at this time. You are just using the trick to run “Command Prompt” in the administrator login screen directly without the recovery mode because you were already frustrated of the screen to ask you about the administrator’s password or PIN as above.
After then, press “Shift”+”F10” keys at the same time. You can see the Command Prompt screen by the USB drive as below.
In the prompt, try to find the windows drive by the command like “dir”, “cd”, or etc. Your windows drive is not sometimes C: due to the system drive priority. If you run the “dir” command and find out the windows folder in the list, that is the drive installed by windows in your hard disk or SSD.
If you find out the windows drive, try to run this command.
Be sure, your windows system drive may not be “c:\” as below. Check your drive information and change the example command for yours.
- copy c:\windows\system32\utilman.exe c:\
If you are doing correctly this, you can see the message that one file is copied after the command. Then, try to run another command as below.
- copy c:\windows\system32\cmd.exe c:\windows\system32\utilman.exe
If you are doing correctly this, you can see the message whether you want to overwrite the file. (Yes or No message) after the command.
Now, remove the Windows installation USB drive and try to boot the disk that windows is installed. So far, you can’t still get out of the diagnostic mode, safe mode, but it’s almost done.
If you see the login screen for the administrator, press the icon that is highlighted at the bottom right corner in the picture.
At this time, you can run “Command Prompt” directly without any recovery mode, PIN, or password. If you can see the “Command Prompt”. Run the command like this.
Be sure you should change the “Administrator” or “password” in the example command. You can see the name of administrator in the screen like “Administrator”, and “password” is what you want to set for like 1234 or any other password.

Now you reset the new password for the administrator, and you can login with the password. Once you enter the System configuration by msconfig.exe, you can see the “Selective startup” checked. Originally, you should go to change the mode to “Normal startup”, but “Selective startup” is also fine.
